Developer IV – COBOL Payment Calculation Re-Engineering - No Sponsored Candidates | US Citizen or Green Card Only

Position Overview

We are seeking an experienced Developer IV with strong COBOL application-development expertise to support a major Payment Calculation Re-Engineering initiative. This individual will be dedicated primarily to modernizing and restructuring a complex payment-calculation application consisting of more than 70 interconnected modules.

The project will focus on simplifying the existing architecture, consolidating shared components, standardizing application linkage and field naming, and centralizing functionality currently distributed across numerous modules. The goal is to create a more modular, maintainable, efficient, and understandable application while improving the team's ability to research and support payment-calculation functionality.

This is an excellent opportunity for a senior COBOL developer who enjoys analyzing complex legacy applications and improving the underlying design and maintainability of mission-critical systems.

Key Responsibilities

Analyze, design, develop, and enhance complex COBOL applications supporting payment-calculation functionality.

Re-engineer an existing application consisting of 70+ interconnected modules.

Consolidate multiple differently named copybooks into a more standardized global copybook structure.

Standardize field names, program linkage, and shared application components.

Identify functionality currently duplicated or distributed across multiple programs and develop opportunities to centralize and modularize application logic.

Refactor complex functionality that currently spans numerous modules, improving maintainability and reducing unnecessary dependencies.

Analyze existing COBOL code to understand business rules, program relationships, data flow, and calculation logic.

Improve overall code clarity, modularity, maintainability, and research efficiency.

Develop and modify application components in accordance with established development standards.

Test and validate changes to ensure existing payment-calculation functionality remains accurate throughout the re-engineering effort.

Troubleshoot complex application issues and perform root-cause analysis.

Work closely with developers, business partners, and subject-matter experts to understand existing functionality and business rules.

Proactively seek guidance from available SMEs when necessary rather than allowing unresolved technical issues to delay development.

Participate in application support activities and the team's on-call rotation after the initial onboarding period.

Required Qualifications

U.S. Citizen or Green Card Only

Minimum 6 years of application development or related professional IT experience.

Strong hands-on COBOL programming and application-development experience.

Demonstrated experience analyzing and modifying complex, interconnected application code.

Experience working with COBOL copybooks, program linkage, shared data structures, and modular application design.

Ability to understand existing application functionality and translate it into cleaner, standardized, and maintainable solutions.

Strong debugging, troubleshooting, analytical, and problem-solving abilities.

Ability to quickly learn complex applications and business processes.

Demonstrated initiative and ability to work independently while effectively collaborating with technical SMEs when assistance is needed.

Strong communication and teamwork skills.

Preferred Qualifications

Experience with payment or calculation-based applications is highly desirable, particularly systems involving:

Copays and cost-sharing calculations

Deductibles

Primary and secondary liability

Provider payments

Beneficiary payments

Complex payment or financial calculation rules

Additional helpful experience includes SQL and JCL. These technologies are considered beneficial rather than core requirements for the initial re-engineering project and may become more relevant for future assignments.

Project Environment

The selected developer will be dedicated to the Payment Calculation Re-Engineering project rather than absorbing the work as part of an existing application-support workload.

A major focus will be reducing unnecessary complexity within the current system. For example, some existing functionality spans more than 20 separate modules. The re-engineering effort will consolidate and standardize this logic where appropriate, making the application easier to understand, maintain, troubleshoot, and enhance.

Work Schedule & On-Call

Local candidates are preferred for the team's hybrid work arrangement; however, fully remote candidates will be considered without a specific state or regional restriction. Remote employees must be available during the team's standard 8:30 AM–5:00 PM Eastern Time working hours.

The position may require occasional overtime. After approximately three months, the developer will participate in the team's on-call rotation. Each rotation lasts approximately two weeks, with each team member expected to cover on-call responsibilities roughly twice per year.

Equal Opportunity Employer
