Technology Manager (Applications Development)

<p><strong>Summary:</strong></p><ul><li>Drive Software Development Life Cycle activities and align EmblemHealth business and technical resources.</li><li>Responsible for managing systems and all technical functions related including design, develop</li><li>Champion continuous quality improvement activities to increase the maturity of the IT team.</li></ul><p><br></p><p><strong>Responsibilities: </strong></p><ul><li>Responsible for leading the planning, execution, continuous improvement, and maintenance of managed systems in coordination and cooperation with other enterprise teams as appropriate.</li><li>Drive planning sessions to ensure proper coordination and that capacity considerations are managed appropriately</li><li>Ensure results are complete, accurate, and within time/quality/budget constraints to meet commitments.</li><li>Proactively seek opportunities to improve and lead the efforts to deliver on those opportunities.</li><li>Ensure issues that are escalated to the team are responded to and closed out in a timely and accurate manner.</li><li>Consistently review and monitor results and their adherence to SLAs.</li><li>Perform research and identify opportunities to develop standardized business processes and technical methodologies for interfacing with the team and system.</li><li>Oversee research, development, implementation, maintenance and enhancement of technology for managed system capabilities and upgrades; interface with business clients to ensure concerns are managed.</li><li>Collaborate with business stakeholders to develop/propose ideas related to systematic improvements.</li><li>Develop and review system design and technical implementations.</li><li>Review error summaries with internal teams and recommend opportunities to improve implementations.</li><li>Review any communications/technical notes from associated vendors and ensure all relevant technical teams are involved in any upgrades.</li><li>Develop and execute on a technology and process roadmap for owned systems.</li><li>May develop, mentor, train, and guide other staff members.</li><li>Serve as escalation point for complex issue resolution.</li><li>Continuously seek to improve efficiency and quality across owned systems.</li><li>Champion and monitor adherence to industry leading technology management practices within the team.</li></ul><p><br></p><p><strong>Qualifications:</strong></p><p><strong>Education, Training, Licenses, Certifications</strong></p><ul><li>Bachelor’s degree required</li></ul><p><br></p><p><strong>Relevant Work Experience, Knowledge, Skills, and Abilities</strong></p><ul><li>5 – 8+ years of relevant systems and technology experience required</li><li>5+ years of full stack development and/or architecture experience required</li><li>2+ years of supervisory experience working with internal and vendor teams required</li><li>Ability to lead and work within cross-functional teams and matrix organizations required</li><li>Strong communications skills (verbal, written, presentation, interpersonal) with all types/levels of audiences required</li><li>Proficient with MS Office (Word, Excel, PowerPoint, Outlook, Teams, SharePoint, etc.) required</li><li>Ability to effectively manage multiple business priorities and expectations with relatively fixed resource capacity required</li><li>Ability to collaborate with and support colleagues to solve problems required</li><li>Broad understanding of the healthcare industry and EmblemHealth’s position in the industry preferred</li><li>Understanding of healthcare business and IT strategies preferred</li></ul><p><br></p><p>Hiring Range</p><p>$92,880-$178,200</p>
